He makes a point in that right now you can bash, quaff once, and get a free bash attempt on time on their un-prone, which means that you have no real reason to not bash/quaff/bash/quaff/bash/quaff, and pretty much automatically win in most cases. This is more of bash overwhelmingly being the superior option in combat at all times more than anything else...

I more meant the "only scouts can quaff quickly" thing.
