Okay, considering the vote and the comments from the experienced scout players it seems that my idea was not that good. It just struck me as an obvious oversight when I saw the helpfile. I have never played a scout seriously and I had a mercenary specced in siege crossbow. I was puzzled by the wording in the help file, as I had always thought rapid shot to simply grant an extra attack, however, now I understand that it is clearly intentional. I had never considered different arrow types and as such I did not fully understand why the limitations on the skill were as such.

I was not actually looking for a buff for scouts, just ensuring their superiority in ranged combat over mercenaries. I was quite certain when I proposed the idea that it would not drastically change the bow/arrow combination that the majority of scouts would use. It would just allow them more combinations for those who really wishes to take it to an advanced level and encourage the use of crossbow, which I see close to no scouts with.

In conclusion, I am a wiser man regarding scouts and my own presumptious idea.
