Skills should NEVER take up concentration to maintain. Splitting it is a half-decent idea, though.

I see that the taunt effect as very similar to the intimidate being a mind effecting skill. The concentration would not be very bad for a normal swashie but a cabal one might dislike it.
It would give other ways out of being taunted. The big hit option to drop their concentration if they have low int. Also the mass attack to make it to hard to concentrate.

This is a second step to limit the power of the skill if it continues to show over powered tenancies. After the first of spliting the saves.

I still don't like this, because swashies are the dumb class, and don't get a lot anyways. But it's better than the full out wimping.
