I guess I'll take this opportunity to remind everyone that I'm awesome.

So they wouldn't have guards per-say.. but if they were like a NPC, which would live in a land without laws. They would have lackies, that would want to help the bosses/underbosses because they want to move up.
AND
the lackies should be able to sell booze or something to build money for them. And then the boss could take all the money. Helping himself and screwing the NPC. Then there could be an uprising and a change of power!!!

No one thinks an actual SK NPC would be amazing? You can do this without a trib, but it wouldn't be as official. Less members.

Without a tribunal, people would start to make little groups like.. FALLEN and stupid stuff like that.

From my understanding a certain group is already supposed to be the NPC, Umbrella Corporation, and the Kaballah all rolled into one clandestine group of unpredictable masters of cloak and dagger espionage and influence.

Not only have I failed to see that happen... I also think it is an impossible goal in the present game. This thread does little to make me second guess my conclusions.

I hope other groups take a stab at it, though, pun intended. It could be fun.
