It's very easy to move the game away from needing pets to hide behind. So heavy armor and light armor classes aren't felt lift out you can add new modifications to armor enchantments pending on armor type. Increased Parry/Dodge for light armors, reinforced protection from heavy, increased blocking potential from shields and so forth.

Only valid ideas in this thread. OP has some seriously bad suggestions, also.

Any heavy armor warrior with a one-handed weapon and shield on mood defensive is going to be a rather impressive tank, especially if that one-handed weapon happens to be on the accurate side.

Who were those people? They obviously couldn't play heavy armor classes, which is a little sad when you consider the very low amount of skill required to tank.
