I am a huge fan of the main/alt idea and would go as far as to say that I think that alts should be neutered every couple weeks or so as far as held gear is concerned.

I'm much more a fan of that idea than of requiring inn hours or anything else similarly gameable.

The problem with Finney's idea is this. An ether sorc (biggest hoarders usually) can be made to be virtually untouchable. Also if you log in at about 2-3am PST for an hour or two there is almost no one to challenge you.

Seriously, items that you can't use (skill/race), or shouldn't use(aura), should be thieved upon logout.

That's a terrible idea Galactus. There's lots of good reasons to have things that a less creative player might not think of using.

My contribution to the brainstorm: a new subforum to post logs and/or suspicions to, with mortal commenting disabled, along with a concerted effort by the imm staff to follow up if suspicions seem warranted and a commitment to at least responding to each claim even if it's just to say "Not hoarding, don't report things like this again." You could give forum warnings for people who seem to be reporting for bad reasons, if that actually becomes a problem, but transparency will likely go a long way towards preventing that. I think enough OOC negativity is bred by hoarding or perceived hoarding already that having an officially sanctioned venue to call people out in would actually be better for everyone in the long run. It would also help better define hoarding, by publicly displaying instances of both guilt and innocence.

If that is true, then leave at at the cabal HQ, bury it, give it to someone that is online. Also, I truly doubt there are many 'good' reasons to keep items like that. Keeping an item out of someone else's hands is by definition or hoarding, if that was one of your 'good' reasons. If you want to do other 'good' things with it. Gather them when you need them, not to just sit on your collect rump until you can find a facade of a good reason.

Last time I'll respond to this, but obviously you're just putting words into my mouth at this point. I have reported teammates and enemies before for hoarding things just to keep them out of others' hands, and I'm not alone there - I don't think many people would argue that this is a good reason to keep something, even if it can be dressed up as such IC.

Some items are unbalanced. The griffon weapon that was removed was one of them based solely on it's placement.

There are some items that are just totally broken and shouldn't exist. Like, a scroll that isn't unique and casts a very powerful alignment-based spell against the entire group multiple times on rapid fire.

I can think of two items that are alignment restricted, but meant to be held by a single person.

I think that having a value on items and then a max value is the best solution.

That won't necessarily work either, because for some classes they do need a bit more 'stuff' to be alive. do they need every single sanc stave? of course not, but having a handful of different kinds of staves and other scripted eq that is appropriate for them might be and having that handful of different kinds of staves and other eq could easily take them over any number.
