And the ice fortress is full of barbarians. Not nearly as bad as bards, but the worst melee class to have to fight against.

You can't make NPCs shamans.

Swashies with no weapons are great though!

You can make NPCs shamans. They just don't work properly, and so will have moderately sized hp pools, shaman defensive and weapon skills, and no spells.

Which makes them not really shamans. :|

Let me rephrase and say you can't make NPCs proper shamans.

In any case, as a leveling area the Gypsy area gets an F. The area has nothing but bards and sorcerers which are basically the worst things to level against in the game. Between acid blast, dispel magic and chords this place is just about worthless.
