Either way, the basis for the argument is wrong, so there's still no decent reason why it shouldn't be.

The basis for the arguement isn't wrong. You haven't proven anything. And maybe there are gnome barbarians out there conceptually but they just aren't a playable race for game balance reasons or whatever Dulrik decided.

The shaman help file says tribe not race. Camp Reyortsed, for instance, is a tribe that is made up of giants, humans, a centaur, and whatever else is crawling around there so that help file is irrelevant.

Sometimes area builders make decisions that go against the design of the game world. Regardless, the help files and game rules enforce the design decisions that were made to promote races feeling distinct from each other.
