It's not much fun for us, either, bucko. Sometimes players do things by accident, sometimes they do it because they think it's legal, sometimes they do it because they're intending to break rules. Sometimes their friends overlook the incident, sometimes their enemies report it, sometimes they just expect us to magically know everything that happens at every moment because, well, player X was in that place in that moment, and saw it, so why didn't we? Whatever the specific case, it pretty much always sucks worse for the imm having to enforce a rule than it does for the players involved, because in 9 cases out of 10, the player knew ahead of time what he was doing, and just didn't want to get caught or punished for it, whereas the imm involved is always caught between enforcement for the good of the game as a whole, clarification of precisely what happened, and a general desire to work in a pleasant atmosphere or to be doing something more productive than parsing complaints/cheats. Remember, it's really never the imm who initiates a situation that results in rule-enforcement; it's always a response to some choice by a player.

Agreed. Fairly certain that the clarification you seek has already been addressed in recent months. Code fixes are always preferable to leaving something in a gray area for players to abuse and imms to have to sort through intention and result.
