I hit vet then some reason came to a stand still, 2 months ago I could almost get a level off a round of NPCs, now. I didnt even get a tick. And no, align/cha doesnt matter for these NPCs.

align/cha matters for every NPC.

Grey auras get no bonus to XP.
Half-elf or halfling likely.
