Im pretty sure you're referring to Grai Jongleur, who was Wert's last character before being promoted to the immstaff. He only played a rogue because we knew that bards, when implemented, would be adventurers, not warriors, and he was playing this character with a pacifist mentality. It doesn't mean rogues are more nimble than swashbucklers, it just means that was the closest approximation at the time to replicate what a future bard might be.
Juggling is naturally the realm of a bard/entertainer. It is a skill perfectly suited for them. The nimble, dual wielding swashbuckler with their flashy style are also perfectly suitable for this.
If this has truly changed something that had been possible for rogues, I can assure you that it had been a bug/oversight if rogues had previously been able to dual wield in the fashion that you describe. Im dubious as I've never seen a rogue dual wield crossbow & dagger, but if it had been possible before, and not now, you can read that as an unintentional code fix resulting from the addition of the brand new juggle skill, not as a "debuff" of rogues.
I'd actually be very interested to see a log depicting a rogue dual-wielding a crossbow & dagger. Would have been an odd bug to have gone unnoticed for so long.
