It needs to be 2 different parts.
It used to be that you could emote whatever you wanted. Essentially you could emote says, clopping one hoof down, with a glare "Silence!" So they changed it, because OMG wow! People used this to cheat (surprise surprise)!
I distinctly remember someone emoting writing in the dirt something they couldn't speak to convey to us. So I said something ICly about it, and I was told, "Well, it's possible to be able to read and write something and not be able to speak it." Well. Yes. That's possible. But totally not what was happening.
The fix was if you didn't speak the language, you couldn't understand what the action was. Which . . . bleh. Why, if I couldn't speak the language, would I not understand someone rubbing his nose? I believe now it's just emotes and not socials that are affected. Could be wrong.
So it's not perfect, but unfortunately emotes and languages need to be separate entities. People don't know how to play with their toys responsibly.
