The melody of magic allows the bard to increase the power of magic, which
effectively raises the level of all spells cast in the room. If used while
dancing the song also reduces the magic resistance of everyone in the room

Some of the more common sets of lyrics for songs of magic include:
Come, Oh Magic, Yon Magical Twister, Mystical Energies,
Mistress Magic, and Spells of Power

Does it literally mean it reduces MR, or as I would think, does it reduce people's saves?

The helpfile refers to resistances in general, so saves.

Magic resistance is a specific term referring to MR.

The effect of MR is to create an area around your body that has little to no ambient magic, which is why it works on almost all spells. The song of magic is concentrating the ambient magic in the environment, therefore even people who have resistance are more easily affected than before.

This is a different concept than saving throws and art. Increasing your saving throw is making your body and mind tougher or more able to dodge the affects of magic attacks directed at you. Increasing your art improves your skill and "accuracy" at wielding those spells. Neither of them is attempting to modify the ambient amount of magic nearby.

I'm not sure what this has to do with races. Do the help files use the term 'magic resistance'? If so, then maybe I will. Races use a completely different mechanic from MR.

Yes, all the races with innate magic damage reduction, the helpfiles say they are "magic resistant" or something.

Actually, nothing like that. Once you burn a field, there's nothing left to burn. However, the enchantment on your gear sits there the whole time. If you want a correct analogy, you'd be discussing setting a fire on fire, and expecting it to go out.
