Should have a greater impact on combat actions such as speed, accuracy, and ability to be hit.

I've personally never been able to levitate. But I am almost 100% certain that IF you COULD levitate, your legs would play a vital role in balancing yourself and every action you performed while in such a state.

There should be a mobility factor that works in armor weight body part condition etc. and with it affect weapons speed, parry ability, dodge ability, shield block ability, etc. The more mobile you are the better you perform in combat.
