Why doesn't the elemental timer reset as soon as the elemental disappears?

This should be the case when elementals are dispelled, I think.

But it should also be the case when they go home by their own power. Many many times I've found that once the elemental leaves, it may sometimes take as long as 3 tics before I can conjure a new one. This is dumb.

Same thing happens with a certain cabal spell.
