While I quite like the dig spell, and it seems reasonably cool from what I've seen.
Why is it not considered an offensive spell?

Yeah it does no actual damage to anyone, knocking someone prone is a rather offensive act in itself.

If a character kicks dirt at someone they retaliate immediately.
But a warlock runs in and throws so much dirt at everyone it knocks them all on their [REDACTED] incurs no reaction?

It doesn't really make much sense to me.

Seconded. However, this might be a feature for warlocks considering how wimpy they are. While certain players are using it to annoy others it's still ONE perk to playing a lock. One.

Is it target-able or is it room affect only?
If it's room affect only, its not really a viable PvP or PvE ability. And will only be an annoyance in any situation.

I think it should be more like dispel in its syntax.

c dig self
Dirt is flayed everywhere as the warlock overturns the earth.
A super sekrat item is unveiled from the earth.
-Doesn't damage or knock anyone prone but digs without a shovel.

c dig poor
A tremor pulses through the earth toward a poor unsuspecting newbie, as a sinkhole appears at his feet.
A poor unsuspecting newbie falls face first into the sinkhole.
Save message;
A tremor pulses through the earth toward a poor unsuspecting newbie, as a sinkhole appears at his feet.
A poor unsuspecting newbie leaps aside as the sinkhole appears.
-This would knock the person prone unless saved, and would be considered aggressive.

Hell, I'd be open for it to be a group affect, targetted spell if you want the warlocks to get a awesome ability.

Warlocks aren't by any measure wimpy now that resist elements cannot be brewed. I dislike that this change had little to no effect on classes that use staves/scrolls/wands though.

Sorry, I thought I updated these help spells last week but it turns out they were only on the test mud:

Code:
[Objects help] bury dig

Syntax: bury <object> [with <digging tool>]
Syntax: dig [with <digging tool>]

Both of these commands require the use of a digging tool such as a shovel
or trowel.  Equipping the tool is not required, but if you do so, you will
not need to type out the additional syntax for tool selection.

Bury will hide an object in the ground.

Dig will unearth objects which are hidden in the ground.  If no objects
are buried, you may unearth other items that could prove useful.  For
example, you may uncover stones suitable for throwing and slinging.  Rocky
terrain increases the number of sling stones that can be found.

For information about the dig spell, read the earthquake help file.

>help earthquake
[Spells help] earthquake dig

Syntax: cast 'earthquake'
Syntax: cast 'dig'

Earthquake inflicts damage on all non-flying creatures in the warlock's
location, as well as those in nearby locations.  In addition, there is a chance
that anyone hit by the spell will be knocked prone.  Beware the effects of
this spell, for even friends may by hurt and turn their wrath on the caster.

Dig is a non-combat spell that violently excavates the ground in the vicinity
of the caster.  In addition to acting like the normal dig command without
requiring a digging implement, there is a chance that any non-flying creature
who isn't grouped with the caster may be knocked prone by the force.

So you can essentially spam bash an entire group that isn't flying without getting outlawed or use earthquake to do damage and get outlawed.

As always, everything in the game is subject to being modified at any time in any way.
