I believe this had been discussed before.

However, can I ask why when a citizen of a city attacks a known outlaw of the city they are flagged as commiting a crime?

Is there any RP situation where that would be considered a crime.

The problem for me is that if there is no tribunal member around, that individual now doesn't have access to their city for fear of being attacked/killed by guards until such time as someone comes on that can pardon them.

Would it be terribly difficult for a simple check to happen with crimes when reported that checks citizenship verse the outlaw status of the person attacked.

That concept may be true in the real world but in a fantasy world where these actions are condoned and accepted by a simple "Hey judge, tried to kill an enemy who we are at war with" "Oh, ok, I'll pardon you", that argument just doesn't fly with me.

Let me give you this scenario:

As an Aussie if I am at war with a country and the best assasin of the enemy is known to me by face, sight, smell, description and I stumble across him assasinating one of my friends. I would kill him. Now, would I...

a) be committed for a crime and have every member of the national army chasing me around the country... or
b) be praised as a hero and likely become a historical celebrity...

Yes, realistically, the current system is dumb. Nobody is arguing that.

However, getting law immunity is one of the dwindling perks to joining a Tribunal.

Forgot, does people that are grouped with trib members still get reported for crimes?

Regardless of A or B, if a cop sees you gun down someone in broad daylight, he's going to put your butt in jail and let the law handle the rest. You might get a pardon later, but the law is still the law.

If you want to be pardoned for crimes you commit against lawbreakers, either join the trib or ask a leader of the trib.

Yes, you are reported for the crime. It has always been this way and is likely to always be this way.

In fact, this brings up a huge flaw in the system that I have seen happen. NPCs report the witnessed crime, the tribunal leader pardons the offender after it is first reported, and more NPCs go and report the same crime and the person is wanted again, despite having been pardoned for it already.

Yes, this scenario makes assisting allies, or even just friends, in defense of their city utterly dangerous. It also makes it impossible to use a guard NPC as a tank, as it will walk off sometimes to report the crime, or attack the person standing next to it. It would make perfect sense that if anyone is within a group with a trib member, they have "temporary law immunity". This exact thing is the reason I hate going to cities to defend.
