Did weapon speeds get a general nerf? While testing out some of the new enchants/songs, I noticed that a battle whip couldn't do 2/round without the enchants/songs?

No, I don't believe anything with weapon speed in general has changed, at least not intentionally. Of course, there could be bugs.
