In an attempt to make cities secure, why would you start with something that isn't even a problem? Sky entrances were not a weak spot, and often are even better defended than the gates. And are certainly nowhere near the threat that being able to gate 2 rooms away from the inn is.
What is so difficult about making Kaiyle, Freydah, Akara, Gusgil, etc no-gate NPCs? That would literally solve 90% of the issue here. But it's still not done.
Why?
Take all the time you want, working on your city-wide super plan. But wow. Just make these NPCs no-gate, please.
