As Cabals lose their HQ door and cabal abilities when broke and without a relic, I would like to propose that if a Tribunal doesn't have the coin to pay its diplomacy costs (being at war or alliance costs coins every few days from the faction coffers), they should lose the leadership skill. It would remain lost until the next time diplomacy costs run, and it would do another check. (To avoid things like depositing a platinum when you want access to the skill.) |

We've had this discussion before, and in this discussion, I've recommended that ordering a guard to join a group should cost a tribunal balance some coins based on the level of the guard. This cost would show up in the tribunal balance account with the member as a source. This transitions things from hard penalties to more dynamic environments that support tactical gameplay. It also gives tribunal leaders a measure of oversight. A tweak like this turns NPC wars into something that plays out with more RPPK options among players. |

It isn't a horrible idea, but consider how it could be abused: I'm at war with Grep. I decide to make an alt and join Grep's tribunal. Now I can spam recruit guards and cost Grep money without risking my main against his bounty NPCs. I'm technically not breaking any rules because we can have more than one tribunal character. What about other options for tribunals that cannot keep coin in their coffers? We already cannot make diplomacy changes, but that isn't much of a problem to a tribunal that is broke. What if inducting people cost money, so if you were broke you cannot induct people? What if recruited tribunal guards cost the tribunal money upon their death or de-spawn (thus forcing you to put them back where you found them if you are ejecting them)? What if you lose the tribunal channel if your tribunal is broke? Any other ideas? |

Some kind of identity policy like binding accounts to OAUTH. Then policing for throwaways, possibly interviewing with videocam and a database of the entire pbase IRL. |

Gathering coin for tribunal is not fun or enjoyable game play. It stops bounty NPCs from spawning which is the perk. Considering how much easier it is to drain tribunal coffers than cabal coffers. I can think of a number of ways to improve nation v nation warfare that dont revolve around people running accounts empty when others are not online. Here is one idea create a new tribunal command war party. When you are in a war party only the member with the highest chance of a bounty NPC spawns them. When a bounty NPC spawns a hidden buff goes out that makes it less likely for another bounty NPC to spawn for a set time for that war party, however if a bounty NPC is not spawned due to the buff their location is still reported to the tribunal. War parties would create a similar buff/debuff thing like a cabal attack. No the idea is not full fleshed out but compared to forcing players to gather more gold per day |

No the idea is not full fleshed out but compared to forcing players to gather more gold per day yeah no as long as every tribunal member has their own personal charm person, bounty NPCs r just fine. if u want to stop NPC wars, start by getting rid of recruit and leadership. then deal with bounty NPCs. |
