We could increase value when adding them back if you’re allowed to bring guards into allied territory. It means that The Empire and Hand could be aligned, and both fight enemies within the empire. Same goes for taslamar and th guardians. I think that would make the original issue of “tribunals are spread too thin” a non-issue. |
