I agree, but there is a difference between being competent in PvP and having your panic button be to flee out. There IS in-character fallout for failing to prove in PvP what you are: The fact of the matter is that if Turon had not been blinded and noticed that Elaiu teleported out when he wasn't in real danger (Read: Panic'ed and fled during a battle, leaving his allies out to dry) there's no way that he would have inducted Elaiu. However, Turon was dirt kicked during the combat and didn't know what had happened, and so he incorrectly assumed that Elaiu had stuck it out until fleeing was truly necessary. (If you want the read the log, it's called "Counter-Insurgency," and it's the oldest log with Elaiu as a tag)
I inducted plenty of people who weren't good at PvP, but they DID have to be willing to fight and, if necessary, die, regardless of their ability. Obviously, they also had to follow the vows of the office.
