Is the prayer command considered IC or OOC? Should I use it for prayers to the gods? Or just when I'm having an issue with something.

It's IC. Unless you need OOC attention. I usually put OOC: in my prayer if I need to.

It is acceptable to use it for both, but be sure to preface OOC prayers that way. Its fine to offer up prayers ICly. I consider that permission to "mess with" that person. Whether I do or not, depends on a variety of factors. If its an IC thing you want, it should be a request made ICly (ie asking for a holy symbol). If you're having an issue with the game, pray OOCly. If you are angry about PK, save a log. Write an email. Take a break and a deep breath, and let us deal with those bad apples.
