In the past, we've really only seen this abused in the context of Tribunals stacking a bunch of guards in one spot that would never have been there on their own. Just wandering around killing things should be okay. |

Pretty sure this is directly related to law NPCs. Problem is, just grouping with the NPCs causes duplication by default, whether or not you intend to duplicate them. Sounds more like a building problem than a bug exploitation, and I'd hate to see characters deleted for something they can't control. That's hardly just. |

While it can happen by accident, purposefully spawning them and then having them group together is clearly bug abuse. Ideally the code would be changed so that this kind of exploitation were impossible to do on purpose or by accident. |
