I tried several times to give the voucher, and tried things like saying "I want to go to Nerina" "I want on the caravan" etc but nothing seems to work. Little help?

This is telling you to come back later, and it will work on the Day of the Bull. The time command will help you tell when you need to be back. It only happens every seven IC days (about 3 hours).

it WAS day of the bull when I was handing him the voucher.

You should have given it to him before then. That was for the caravan a week from then. His announcement is for the departure of those who had already given him tickets. Give it to him any time up to that week, and then be there when he makes that announcement, see how that works.

I once gave him the voucher as soon as I got it, but he did the same thing, handing it back to me and telling me to come back then
