I've no clue where this item is from, but it's broken.

This heavy cape has been made from carefully knit tanso steel, its edges
adorned with studs of rock secured within the outer links.  It looks durable
and flows smooth like water, likely due to the masterful craftsmanship put
into connecting each link.  At the center, small rocks form a depiction of a
few immense boulders with a mountain in the background.

Typo log the item and keep it in your inventory (if you still have it). The IMMs can usually learn more about an object in the game than in the forums.

Wow, this item looks heavy.

Something else to consider - if you have skins of anything, they will be called capes, too.

I have the item, but it'll get stolen from me soon. I found it lying at the Judge in Nerina. And I'm only level 9

It is found in Garazul there is a whole suit on two NPCs after you do the quest there is also white silk diamond armor. But like they said log it so the IMMS can fix it.
