It's definitely appropriate to use the bug (or possibly the typo command) for anything that a builder can fix. That includes things loading incorrectly, scripts not working correctly, typos, miscategorized items, and almost anything to do with quests. When doing this, use the bug command in the room nearest to the problem, because this helps the builder track down the location of the problem.

However when it comes to code changes, you probably should just bring it up here, because most of the time it requires two-way discussion to nail down and there's usually no specific location to be pin-pointed anyway.

That goes for the IDEA command, too - post it in the Gameplay forum rather than suggesting a code change via the in-game command.
