You guys are going after the wrong thing.
Your issue is with mood defensive, mood aggressive, and the heavily slighted stack of things that affect to-hit for the negative vs positive. Example:
Things that affect to-hit negatively, that stack, that aren't blocking skills:
Blindness
Curse
Armor
Magical Vestments
Mood Defensive
Dexterity
[certain cabal skills/spells]
Dodge (if I recall this still affects it outside of the "XXX dodges YYY" echoes)
All these things can be used ontop of eachother. What do you have that affects it positively?
Mood aggressive
Specialize
Finesse
[certain cabal skills/spells]
Frenzy/Bless/Aid/Prayer/Chant/Etc (these all are considered morale bonuses and do NOT stack)
Berserk
Mood defensive is not entirely broken as it is. You guys are not considering the multiple number of other affects that also help. With nothing but mood defensive, a person isn't doing much. There's a lot of things that factor into this math.
There's WAY more to this list than I can ever think of, but you need to be approaching this discussion with this ammunition, and it's something for gameplay - it is not a bug. You have to take consideration of all these effects and how many you are utilizing/failing to utilize. You can't be expecting to hit the broad side of a barn if you're shooting at the freeway.
