1. Purchase a pet.
2. Eject it from your group.
3. Order it to follow you.
4. Free it.

You now have a pet that permanently follows you. This can have an impact on pvp if abused. The solution is to make free force NPCs to follow themselves.

Ha ha. Does that explain why when Keth picked up a tame, then freed it to pick up a better tame, the first one would still follow?
