frf out of the foliage. These buildings are the site of the White
f*r Winds mage school, a little known but very prestigious group of
ffp mages specializing in the magic of nature. It's mostly clear,
very hot, and calm.

Unlike killing law enforcement in real life which provokes immediate and excessive force to take down a suspect, you can only report someone in SK if they kill or stun a tribunal member.

Its because tribunal members can not be outlawed so if you attack someone as soon as they fight back they would get outlawed. This was implemented so as to stop people randomly attacking people to get them outlawed.

I recall a Peacekeeper swashbuckler taunting people and then outlawing > Banishing people from Exile.
