Older characters will become weaker, but will also become wiser and
more intelligent as they learn from their life experiences. These
changes occur at 1/2, 3/4, and 9/10 of the way from birth to venerable.
The chart below lists the age ranges for each of the races.

I've always wondered. Is it -str and -dex both, or just one random physical stat. And does it always raise int or just wisdom. And does it raise the cap of wis/int if for instance I have max intel on Halfling 21, does it now become 22 or do I have to train stat int to get it there?

Unless something has changed semi-recently, it only raises the appropriate caps and lowers the appropriate caps. So, you would need to mod/train to get your halfling to int 22.

It has been suggested your first age tick only gives you penalties. You don't see the bonuses until the next age tick, according to the rumor.
