I was talking about places that falls under a kingdom's rule that would make more sense to have spawning NPCs but don't. Whether that place is Zhenshi, Ayamao (Fort Tethos) or any other kingdom. I was not just talking about Zhenshi in that sentence.

Fort Tethos is split across two kingdoms. The delfs' side is Deep, and therefore probably doesn't spawn bounty NPCs, whereas the surface elves' (selfs?) side is Ayamoan and, the last time I checked, does spawn Ayamoan Enforcers if you walk through there with an appropriate bounty on your head.

Of course, I haven't actually checked this in quite a while, so it might be broken.

I'm curious to know whether or not Cain Techt was, by design, intended to be flagged as Zhensh, and if so, whether this was done in the knowledge that bounty NPCs would therefore spawn there? Bux?
