If you logged off one day and logged back in a week later, you'd have no more or less equipment whether the MUD rebooted 100 times versus never being rebooted at all, while you were away. The code that checks whether you're carrying equipment too high for your level is unrelated to the reboot code, monthly or otherwise.
During a "monthly" reboot, what is taken into account during the cleanup is each character's activity since the prior "monthly" reboot. This is more about storage characters & the castration policy described by the Message of the Day (type MOTD in-game, as seen when you login).
Furthermore, if a character didn't login AT ALL in the time from one monthly reboot to the next, they'd be deleted: hence why we encourage those who are likely to be away for an extended period to find a way to simply login and logoff (even for 1 second) to keep your character active.
