OA mis-spoke. None of the sailors in town are labeled "pirates" (not even the drunk ones). And yes, the wandering "sailors" are, in fact, lightie. And as I discovered, neither are the pirates the Governer referred to. The NPCs that count are the crewmen and sailors aboard the pirate ships, and not even they are labeled "pirate". It would be nice if the Goverenor did mention that they "mostly keep to themselves on board their ships in the harbor when they aren't spiriting people away." Or something.

I thought it was pretty awesome that I did not know the quest. Went and discovered the slaves, and trying to help them out was my introduction to the Talons, who at the time did not know about the slaves. Decided someone should clue the Governor in later, and then.. hey neat, a quest here.

Would still be slick if there was a secondary one to free the slaves..
