I don't see why you should lose sanc when mortally wounded unless you casted it.

Yes, but who else is going to cast it on a goblin chief? All those nose picking snot flinging goblins around him?

He is perma sanced just like a lot of NPCs are perma hasted no one is holding the spell on them they just load with the spells already up.
Not a bug.
