I would consider art more then an addition to your own roll.
When you summon bob, you first have to succesfully roll the summon spell, that you are casting it without fail. Then you have to roll your own summon score, of maybe 30. And you have 10 art trains, so your total summon power for that summon is 40.
Your target bob has a few willpower mods for 12 willpower and he has auto summon on. He is in another area other then the caster summoning him, and gets a bonus of 30 to his resist summon score. His resist summon roll was 5, so with 12, 30, and 5, he has a total resist summon score of 47. So bob resist the summons and gets an echo that someone is trying to summon him.
Now, those aren't the only factors that will tell you if you going to resist summon or not, MR might also have an effect. Not to mention the level of the caster, and person resisting, their int and wisdom, and innate resistances all come into play.
As for summon getting worse with art trains, that sounds like a myth and you are on drugs.
