Now, that's not supposed to happen, it's much like the faerie fire incident. Any way to get this fixed?

Mode stun works perfectly fine while in cities, try it out.

No....because Melithindlee was on mode stun, not Xenji.

Mode stun doesn't work fine.
Law system needs to be revised.

Don't forget owners account for pets' actions now. The elemental was probably on mode kill (i.e. default).

I would always find it annoying that the ambassadors in Teron can get you outlawed in their own country, although they were assaulted in Teron not their homeland

The embassies are their land, hence why golden griffons spawn in the Zhensh embassy.
