This NPC seems to be 'emoting' concentration even when it can't concentrate. It's at the entrance to the Meissa Haven.

The wary half-elves don't seem to have the same bug, to my knowledge.

There is also a possibility that this is a part of the 'larger' bug of bash/trip not working correctly if done to initiate combat, which has been in the game for ages.

It'll also follow you if you have auto follow off at the beginning of combat. However, if you do auto follow;auto follow; right after it'll stop the follow.
