It should be like all other things, that it is just halted if stopped by sanctuary and without a cost.

If this is f minor/b aug, which it looks like, how did this happen? F minor is suppose to get around sanc.

If it is c major, this is a bug. C major is a targeting ability, if you cannot target something with it (sanc, it leaves, etc), then it will not go off. Or at least it is not suppose to.

C major was always like that. It is considered a directed attack, and thus, sanctuary may stop you from attacking your foe. On the contrary, f minor and b augmented sixth are area chords, and they do not mean to harm someone in specific, thus you shall not be stopped from attacking a specific target.

I am well-aware of that, but for instance, if an acid blast is blocked by sanctuary, it does not cost anything, which c major does.

Hmmmm I see your point now. My bad. I see that you DO sing the chord, yet it goes unheard, which is all wrong regarding the way sanctuary is supposed to work. I call it a bug, alright.
