This will repeat so long as I don't outright kill the foe with a spell.

(By the way, it's a real confidence boost when you can't kill an incapacitated enemy) :)

The wolf is in mode stun. That's the problem.

Even if you put the NPC at -2% HP before killing it for example, wolf hit returns him to 0% and stun.

No, your wolf's on mode stun. You're on mode kill. Since he's only stunning and he attacks, it'll only stun the deep-elf.

EDIT: Damn you DA you beat me to the punch.

Even so, my wolf restores some of the guy's health with sharp pointy teeth? I didn't think a blow could stop someone from dying.

It's how code works.

Your char will keep punching until the victim dies.

Your wolf will keep hitting until the guy is stunned.

You incapitate, the wolf stuns, you hit again for the kill, the wolf hits and stuns, the loop continues.

Mode stun has a small flaw in the code to make it always work. Basically if I hit you on mode stun and it kills you your HP are set to stunned limits. Thus if you are already dieing you can get HP from it.
Othet you are not doing enough damage to kill it from stunned. (you are doing next to nothing perhaps untrained self defence or very low strength). You incapacitate it thus it will die eventually from that. Your wolf on mode stun and thus giving it back HP.

Add in energy drain, and who needs a cabal skill to suck away people's levels?

Energy drain hasn't worked that way for quite some time because of people using it to sap the levels off of others. That is why you feel able to be energy drained again. You can once again lose experience to the spell upon receiving that message.

Energy drain also only makes you lose xp if you actually take damage in hps. If you lose 0 hps (because you are stunned) you don't lose any xp.
