It must have been only (Very Good) when the change happened, so it got moved to the right place but you should get an IMM to master it for you.

Correct. If you had a character before the change, it will not be mastered automatically. I can set it to mastered at my convenience. I make no guarantees about whether I will have time to do so. The skill can still be mastered in the normal way, so it's not a big issue.

I was glad to see this change. But found out when I was trying to teach someone deep tongue (which I took the time to master as soon as possible because I wanted to be a deep-elf who could speak deep tongue), so I was pissed for like an hour. :P Good change regardless.

See, this is where I have a problem with innate skills not being teachable. Just because someone grew up knowing how to do something doesn't mean that they completely fail as a teacher -- quite the opposite, usually. Although you want a native translator interpreting for you, you want your foreign language teacher to be from that country.

I THINK the reasoning is they don't want us sprites going around teaching people faerie fire and faerie fog.

But otherwise, I agree.
