That's from the old system when we still had resistance to death, petrification, charm, breath, spells and magic.

Resistance to death and petrification became to what we now know as fortitude. However, when you now enchant for fortitude only one of those slots get filled, and the other one does not. So you get a free +2 fortitude even if you get greater on the other slot with normal enchanting. Consider this a nice feature from the old days.
