Looks like you just got owned. There is nothing here that suggests that bash stops spellcasting 100% of the time. It is paused and it may (which also means that it may not) disrupt the spell being cast. I remember having spells go off even when I was bashed. It was very rare but it happened

the spells might be scripts in that case they would not be affected by bashes?

When you open with a bash or trip the lag time on the NPC just doesnt happen. Sucks but it has been like that since for as long as I can remember. Bash will normally stop casting scripts from starting how ever it will not stop scripts from running if they have a pre casting part to the script bash wont stop them.

I don't think those NPCs are scripted. It just looks like TMF got owned by a bug or some unknown super-mob power.

Are you absolutely sure that you were not fighting a small group?

As in one of the mages was front row, and another behind?

If you were the mage behind could and would still cast.
