WTF? I started a fight, and he can charge me a moment later? Just because my blow was deflected, why isn't a fight started by it? I just tried to cleave his head off! That's a fight starter for sure!

Maybe it's hard to take a cleave seriously when it misses so badly?

That's not really the point though? It should have started the fight, even if it's as good a cleave as slapping him around with a wet fish?

If you think it's a bug, bug log it.

However, you failed the attack (think missed bash.) It doesn't surprise me that he was able to initiate after your failed attempt.

Its not a bug, just feature of the ability.
