There are many possible reasons for this: OOCly it makes the skill a bit less powerful, which is nice because an entire race gets it.

As for making sense in-game, the "hide" skill could be seen as a skill that requires active movement and concentration to make sure that no one is able to spot you without magical aids, and that perhaps the mental strain of sending someone a telepathic message disrupts your ability to do so, even if for a short time. Pretty BS reason, but whatever. It's really just for balance.
