As far as I understood, only Tribunal members are immune to laws, Cabal are not. Loads of Hammer members are outlawed daily.

Are there specific variables that tell if a character is on one side or another, cabal or tribunal? Maybe the code is just confusing something. I don't know.

No no, it's both. Everyone is considered to be both. It's a tribunal, but you also gain cabal powers.

MC members have law immunity in the Empire. They are the law.

MC members also get nifty spells/skills like a cabal would.
