You walk south.

The Wise and Munificent Council Avenue
This well-traveled walkway seems to be perpetually shrouded in shadow,
even in the brightest hours of the day. The avenue has been constructed by
tiny bits of rose-colored shell and black slate in mosaic-like fashion.
Thick black obsidian rods set into tanso-steel grommets rise out of the
avenue on each side. Crooks top the rods, giving elaborate golden lanterns
a place to hang.
A small, hunched building is to the east. A tall, elegant edifice is to
the west. To the east are a set of wooden double doors leading into a
large rundown looking building. There is a rickety sign above the door.
It's snowing hard, well past freezing, and very, very windy.

A Prison Cell
This room is an irregular shape somewhere between an oval and a hexagon
- it looks as though little care has gone into its construction, and even
less to its maintenance. The stone is hard and moldy, broken only by
patches of filthy straw strewn across the floor, and an iron grating in the
ceiling overhead. There is a bit of writing on the wall here.
