If I'm riding a mount, and I get in combat and my mount isn't, my mount can move, which moves both of us.
Same if my mount is in combat and I'm not and I move: We both move, allowing him to leave combat without any repercussion.

It seems that flee should allow you to move with your mount/rider, but not just walking somewhere normally.
