Maybe it was me pointing my eyeballs at him that he was able to counter...

A Guard Post In The Tunnel
This is a guard post that serves as an entryway into the room beyond.
There is a table and a fire pit in the corner. One might rest in this room
on one of the mats. It's a very simple guard post. There is a rack,
devoid of weapons. The chests that would hold armor or supplies seem broken
or empty.
Obvious exits: n(closed) e(closed) s w(closed)
A goblin guard is here riding on a worg mount.

This goblin is in better shape than most of the other goblins. He has
gray skin. He has several patches of matted hair. He looks healthy and
well fed. He has a big nose and a large round head. His ears protrude from
his head and give this bucktoothed goblin a comical look.
Overall, a goblin guard is in excellent condition.

Those NPCs have always done that. It's funky. They also don't actually aggro on you when you walk into the room like most NPCs, which makes me think it's some strange script or something in just those two rooms of that area which is also to blame for them always counterstriking you.
