Brewing while blemished

It is possible for a priest to brew while blemished.

I'm assuming we're talking about brewing heals and WoR's, as opposed to brewing cure lights?

No problem, you are a priest, you know what you need to cast a healing spell, you just put it in a bottle mixture instead.

If you can't cast it, you shouldn't be able to brew it.

It doesn't need tested. It is already possible to do this. A blemished priest can brew heal, word of recall, whatever else that he, or she cannot cast while blemished.
